Configuring access to a VPN or Private Network Connection
Administrators can use an access control list to control which groups, departments, and users can attach and connect environments to a WAN (VPN, Private Network Connection, or Private Networks Connection with ExpressRoute).
By default, every new VPN and Private Network Connection is created with no access restrictions, which allows any account user to attach, connect, detach, or disconnect an environment to that WAN.
